STAR+PLUS Home and Community-Based Services (HCBS) Program for adults with disabilities or are age 65 or older provides healthcare benefits through a single Medicaid plan. The HCBS program is managed by the Texas Health and Human Services Commission. Approximately 24,000 people are served by the HCBS program annually. In order to participate, you must meet eligibility requirements.
Participants can also choose between different plans. For instance, the HCBS Waiver for the Elderly provides medical, personal care, and adult day care. This waiver does not include 24-hour personal care at home.
Another option is the Community Choices Waiver. This waiver offers personal care, home modifications, and transportation services. This waiver is only available to individuals who live in King or Pierce counties. The Community First Choice Option eliminates wait lists for home care.
